I fully understand where you're coming from, and respect what you are saying. Here is my thought process behind it though, which may bring some understanding to the purpose, although that may not actually help you much.
One of the main reasons for achievements in the game is to entice people to see more of the content. Also, the game can be deceptive. What seems to be a "perfect path" may not lead to the best ending, it's just a more challenging path, and may be a more interesting journey for some. The best endings to the game aren't reserved for the perfect paths, although there will be some really good endings there. Also, at this stage of the game, what may seem to be a "bad" path, may turn around in a later scene and turn out as a great ending. Without the achievement system, how many people would start a "bad" path and abandon it thinking that they are losing, and then end up missing 2/3 of the game? Of course, some "bad" paths have bad endings, and so do some "perfect" paths. Ok, so now there's an achievement system that helps flag that there's more content, and some people are motivated by that alone. In fact, one of my friends is so achievement oriented that his wife has an "achievement" board that she puts stars on every time he does something like cleaning the garage....and it works! A 40+ yo father of two motivated by gold stars... But what if a person is like me. I'm not really motivated by achievements either, but I am motivated by content, and that's where the bonus scenes come in. I'll knock out achievements for access to additional bonus scenes...and ultimately, I'm building a game that I would want to play. That's why the bonus scenes are locked, to provide an incentive to see all the content. The downside, of course, is for those of you who are frustrated by trying to complete every scenario and just want to see the content.

http://aifsansmystery.blogspot.com I believe she has updated them to include achievements, or at least is in the process of doing so, as she has been filing achievement related bug reports lately.
