Zigmut provide a web interface to help him translate everything. I ended the first past last week, but i might left tons of mistakes.
Anyway, he has to push a new release to give you a 100% translated game (even with mistranslation).

This is my first RAGS game and I can not seem to make any progress. There is an arrow at the bottom left of the screen, does it have a meaning? I can not click on it in any way. Another thing, on Sunday, Sarah throws me out of the house because of the dirt, how do I clean the house?

What else do you have to do to continue the storyline?

She will continue to ask money until you are nice to her at university.
There is also another part with her if you are a teacher and you own bdsm kit (according to sentences i translated).

This is my first RAGS game and I can not seem to make any progress. There is an arrow at the bottom left of the screen, does it have a meaning? I can not click on it in any way. Another thing, on Sunday, Sarah throws me out of the house because of the dirt, how do I clean the house?

Without a screenshot or something, I'm uncertain as to the "arrow" to which you refer. There is a compass rose in the game used to navigate in the primary directions of north, south, etc. Next to the compass rose is a double-sided arrow pointing up and down. This is where navigating up and down becomes available (when you enter a room with stairs, a ladder, or some other means of going up or down). Both of those have clickable green dots that show up when a traveling direction is actually available. If you are seeing an arrow somewhere else, like on the player portrait or the room image or elsewhere, you'd need to give us more information.

Green dots and the rectangles with a green border are clickable (player portrait and small room image included). Some actions are left-click actions and some are right-click. Try both means of clicking on things. Experiment. It becomes pretty self-explanatory.

Cleaning the house is done by: mowing the lawn, cleaning the pool, washing the laundry, or straightening the shed. The game only has one metric of clean versus dirty. Doing any of the cleaning activities improves it. What I mean is, you could could play the game for a year and never clean the pool, but mow the lawn repeatedly, and the pool will stay clean. Or you could clean the pool repeatedly and the grass would never need mowing. Or you could split your cleaning efforts between mowing the lawn and cleaning the pool (it doesn't matter... only matters that you do "enough" cleaning).

Also clickable are the 3 separate lists of items: room objects, visible characters, and inventory. Once again, don't forget about right-clicking as well as left clicking.

As an addition to what Redle said, if your unable to move up or down the house. Use rags version 3.0.59.0. Cause in 3.0.60.0 is bugged on that.

PS. i think he means the compass as an arrow.

I started the game once again to see if I could advance with the new version.. surprisingly I wasn't encountering any bug until:

I was too poor so the scene of noelle asking for money didn't interfere this time, but nonetheless even after the garden strip plays correctly I'm again in a loop where I keep receiving the message to go to the garden, and nothing happens there..any solution?

To clarify in case its your new to rags. right click the small picture of the room above the compass, here you can select options related to the room itself. ie Examine, Read a Book, Mow the Lawn.

Looking at a persons comments about the exact same behaviour. Get the money together to give Noelle, until you pay the money to Noelle the Garden text appears to repeat.

Thanks to a bug the writing is ridiculously easy, I had written 4 short stories, 2 medium and 2 long in the first day or two. That is giving me $100,000+ per week without writing anymore. Just loaded a saved game Sep 11th and have bought everything and have 10 million. By the time Noelle was asking I was at least 5m.
