That's not an apples to apples comparison. Windows is a very complicated piece of software, which requires hundreds of hours of testing and bugs are still likely to slip through. Chaotic's games are exceptionally simple by comparison, and you can validate all the links and spellcheck the text in 3-4 hours of testing. That's why people are so upset. If Chaotic had set aside a couple of hours for testing (or got someone else to do the testing) we wouldn't be having this conversation because the first release of the game would have been largely bug free. That's what we're talking about here, a couple of hours of work that Chaotic didn't even need to do himself.
I'd put the gradual deterioration in the quality (ie. plot, writing, etc) of Chaotic's games down to the fact that the subscription model of the Offsite basically requires him to churn out game after game ad nausuem. However, his apparent resistance to testing his games before release is an entirely self-inflicted problem.
